From Preschool to University: A Single Ministry and a New Generation of Cadres
The October 15 issue of the "Namangan haqiqati" newspaper published an article titled "From Preschool to University: A Single Ministry and a New Generation of Cadres" by Bakhtiyor Otakhonov, Associate Professor at the Namangan State Pedagogical Institute, and Mukaddas Fozilova from the same institute.
The article discusses how preschool education coverage has increased from 27% to over 74% in recent years, with the number of children reaching 2.5 million, while higher education coverage has risen from 9% to 42% and the number of HEIs has exceeded 200. It notes that because the separate operation of each educational stage caused coordination issues in education quality, a unified management system bridging all stages from kindergarten to doctoral studies was created.
The article also highlights that pedagogical higher education institutions should now train personnel tailored to the real needs of schools and kindergartens rather than just providing theoretical knowledge, and that teacher professional standards will be formed based on uniform requirements and criteria nationwide. Furthermore, given that over 500,000 educators operate in the country and a single, transparent mechanism for their qualification categories is needed, an unificated system evaluating knowledge and performance is being implemented. It also emphasizes that all educational literature—from kindergarten classes to school textbooks and university manuals—must be created based on a single scientific-methodological conceptual idea.
