Yuldashev Baxtiyor Bazarbayevich

Yuldashev Bakhtiyor Bazarbayevich was born on January 21, 1989, in Yangikurgan District, Namangan Region. From 1995 to 2006, he studied at Secondary Schools No. 44 and No. 33 in Yangikurgan District.

 

From 2009 to 2013, he completed a Bachelor's degree in Fine Arts and Engineering Graphics at Namangan State University. From 2017 to 2019, he completed a Master's degree in Fine Arts and Applied Decorative Arts.

 

Yuldashev Bakhtiyor Bazarbayevich began his professional career in 2006 at the Information Technologies Center of Namangan State University. From 2009 to 2012, he worked as a Systems Programmer at the Information Technologies Center; from 2012 to 2013, as a Network Administrator; from 2013 to 2014, as a Software Engineer; and from 2014 to 2017, as Head of the Department for the Implementation of Educational Resources and Software.

 

From 2019 to 2023, he served as Head of the Center for Digital Educational Technologies of Namangan State University.

 

Since 2023, Yuldashev Bakhtiyor Bazarbayevich has been serving as Head of the Center for Digital Educational Technologies of Namangan State Pedagogical Institute.

 

In September–December 2019, he underwent professional training at Huawei, one of China's leading technology companies, in the areas of widespread implementation of information and communication technologies (ICT) in higher education, social media technologies and applications. During the same period, he also completed professional training at the Centre for Development of Advanced Computing (C-DAC) of the Republic of India.

 

Currently, Yuldashev Bakhtiyor Bazarbayevich serves as the Namangan Regional IT Manager for IBT TOPIK examinations, administered by the Education Center of the Republic of Korea in Tashkent.

 

Through the initiative and dedicated efforts of Yuldashev Bakhtiyor Bazarbayevich, Namangan State Pedagogical Institute has attracted approximately USD 200,000 in annual investment projects through cooperation with leading global IT companies, including Google, cPanel, Proxmox, and JetBrains, within the framework of their educational licensing programs.

 

Under the leadership of the Head of the Center for Digital Educational Technologies, the Center's team developed four AI-powered web projects in 2026 aimed at further digitalizing educational processes at the Institute:

These information systems are among the key digital transformation projects implemented at the Institute.

 

In order to ensure the implementation of the tasks specified in Item 8 of Annex 2 to Resolution No. PQ-289 of the President of the Republic of Uzbekistan dated June 21, 2022, all educational classrooms, student residence halls, and the entire territory of the Institute have been equipped with a comprehensive video surveillance system and integrated into a centralized monitoring and security infrastructure.

 

Key priorities for 2026–2027

 

For the 2026–2027 academic year, the Center has set a number of ambitious objectives in the field of educational digitalization.

 

These include:

 

  • establishing approximately 20 free Wi-Fi zones across the Institute and student residence halls for use by faculty members, staff, and students;
  • strengthening information security across the Institute's IT infrastructure;
  • preventing unauthorized leakage of confidential information belonging to students, employees, and faculty members from institutional workstations;
  • implementing modern Data Loss Prevention (DLP) solutions on the Institute's servers and workstations;
  • assessing the need for procurement and deployment of advanced information security solutions where necessary.

 

JOB RESPONSIBILITIES OF THE HEAD OF THE CENTER FOR DIGITAL EDUCATIONAL TECHNOLOGIES OF NAMANGAN STATE PEDAGOGICAL INSTITUTE

 

  • The Head of the Center performs the following key duties:
  • Provides overall management of the Center's activities and personnel;
  • Ensures timely notification of emerging information security threats at the higher education institution and provides consultation on information protection;
  • Organizes and supervises the operation of the Electronic Education national network;
  • Monitors the proper functioning of software installed on the university's computer systems;
  • Organizes regular technical inspections, maintenance, and repair of computers and other IT equipment;
  • Supervises the work of computer operators;
  • Develops and modernizes the university's computer infrastructure by increasing the number of modern computers and upgrading existing equipment;
  • Ensures the reliable operation of Internet networks and electronic mail (e-mail) services and monitors the timely receipt and distribution of messages and information;
  • Supervises the operation, maintenance, and technical inspection of photocopying and reproduction equipment;
  • Leads all activities related to e-learning at the higher education institution and establishes cooperation with local and foreign higher education institutions in the field of e-learning;
  • Ensures the entry, management, and analysis of relevant information in the university's local network portal;
  • Ensures the information security of information system resources and databases of the higher education institution;
  • Analyzes methods and tools used to identify and investigate violations of information security and unauthorized or destructive activities in the information environment;
  • Assumes responsibility for ensuring that confidential information processed within the Ministry's and educational institution's information systems is not disclosed or transferred to third parties without the Employer's uthorization and is fully protected;
  • Develops international cooperation in the field of information security in order to organize practical measures aimed at preventing information security incidents within the national segment of the Internet;
  • Develops the Center's annual and semi-annual work plans;
  • Approves the work plans of the Center's employees under his supervision;
  • Holds internal meetings of the Center on a quarterly basis and takes appropriate measures, including warnings, in cases of unsatisfactory performance or failure to comply with established work and execution discipline.
